Dear Lancaster County Community,
As part of our ongoing commitment to transparency and responsible stewardship of public resources, the Lancaster County School District (LCSD) would like to provide clarity regarding the rental and use of school facilities by external organizations.
In accordance with Board Policy KG and Administrative Rule KG-R, LCSD allows community organizations to rent school facilities as a service to the community, not as a partnership or endorsement. Rental agreements are business transactions that follow a formal application and approval process governed by established district policy.
Organizations requesting facility use must:
Submit an application to the school principal at least two weeks in advance.
Pay all required fees and deposits.
Provide a certificate of liability insurance naming LCSD as an additional insured.
Sign an indemnification agreement assuming full liability for all activities during the
rental.
All applications are reviewed by the principal and forwarded to the District’s Director of Facilities for final approval and fee determination.
LCSD emphasizes that approval to rent a facility does not imply district endorsement or support of any group’s views, beliefs, political positions, or mission. The District is committed to maintaining a neutral stance and applies its rental policy equitably. We do not discriminate against any group on the basis of political, religious, or organizational affiliation as long as the organization:
Complies with LCSD policy.
Provides all required documentation and payments.
Does not propose activities that violate law or threaten public safety.
School and district events always take precedence over outside rentals. Applications from external groups are only approved when there is no scheduling conflict with official LCSD events.
Regarding the event scheduled on April 30, 2025, at Indian Land High School:
At the time of the rental approval to the Lancaster County Democratic Party, no school
events were scheduled in the auditorium.
Due to miscommunication between the schools, a second day for the Indian Land
Intermediate School drama program was inadvertently not added to the high school
schedule. When we learned about the scheduling overlap, we worked together to find a
solution. The Indian Land Intermediate School drama program will now hold all
performances on a single day with a break between shows.
The rental was conducted in full compliance with LCSD policy and procedures.
LCSD is committed to fair and lawful management of all district facilities. We value community engagement and appreciate the continued interest in our schools. If you have questions about our policies or facility usage, please contact our Facilities Office at (803) 416-8811 or Rodney Graves, Director of Employee and Community Relations at (803) 286-6872.
Sincerely,
Dr. Raashad Fitzpatrick, Superintendent
